DEAR PRESIDENT OBAMA, U.S. SENATORS & U.S. CONGRESSIONAL REPRESENTATIVES,

ENACT THE JOBS BANK AND CREATE 20 MILLION JOBS
We, the American people, are suffering through an economic decline that has caused millions to be without jobs or partly employed and we have had enough! We need our elected representatives to focus on the urgent need for creating 20 million new jobs. This will generate new growth and end cutbacks in spending for schools, bridges, teachers, firefighters police officers and threats to Social Security and Medicare.

ENACT THE JOBS BANK: $350 BILLION IN LOAN GUARANTEES X 6 YEARS= $2.1 TRILLION = AS MANY AS 20 MILLION JOBS
We propose Congress enact the JOBS BANK (The Employment and Energy Mobilization Act) to provide $350 billion/yr in federally backed loan guarantees to insure banks making loans for new jobs. The JOBS BANK will be self-supporting based on fees paid by loan applicants. Projects must be financially sound, create new jobs and reduce energy consumption and emissions. The JOBS BANK will operate for six years. The President will appoint the director to run the JOBS BANK. Investment priorities are as follows:

1. ENERGY: Support new off-shore wind farms, transmission lines, weatherization and solarization of homes and buildings. These investments will create new economic development, reduce carbon emissions and help win the fight against global warming. An end to foreign energy dependency can be achieved by renewable energy replacing fossil fuels

2. TRANSPORTATION: Support fuel-efficient cars, trucks and high-speed trains. New fuel-efficient coastal and inland shipping will reduce truck congestion on highways. These investments will reduce energy consumption and reduce carbon and sulfur emissions.

3. JOB-CREATING FINANCE: The JOBS BANK will support financial institutions that create new jobs, economic development and can generate $400 billion/year in tax revenues to end the U.S. deficit crisis and pay for Social Security and Medicare.

STREAMLINE FEDERAL, STATE AND LOCAL APPROVALS
Permits for economic development projects can take years to be issued while federal, state and local agencies review applications. To fast-track new jobs, federal, state and local permits will need to be approved within six months of JOBS BANK loan guarantee approval.
